Welcome Coalition Participants
Welcome to the monthly newsletter of the North Rural E-Consult Coalition. Northern California patients and providers are in the midst of a crisis that impacts access to care. E-consults can help bridge this gap. Anthem Blue Cross, California Health & Wellness and Health Net are working together to support clinics and health systems in the region by providing no-cost access to electronic consult (e-Consult) to improve Medi-Cal patient access to specialty care. The NREC is a free and inclusive program to address implementation needs, streamline referral workflows and improve patient/member experiences.

Join us for the NREC September Roundtable
The NREC meets every month to share best practices and use cases of the effectiveness of e-Consult. This month's webinar will include a discussion with Mark Avdalovic, MD, MAS, FCCP and James Marcin, MD, MPH from UC Davis, who will share the provider perspective on value of e-Consult. Dr. Avdalovic has clinical interests in pulmonary and critical care, and is very active in the clinical and research applications of the electronic health record (EHR). He believes that the core of high-level specialty care is effective communication with patients, their families and referring physicians. Dr. Marcin practices in the Pediatric Intensive Care Unit at the UC Davis Children’s Hospital, and is Director of the Center for Health and Technology and leads the telemedicine program. Dr. Marcin is particularly interested in how telemedicine consultations can help in the care of seriously ill pediatric patients in remote hospitals, emergency departments and inpatient wards.

Delivering E-Consult Value to Providers - Continuing Medical Education
One benefit of e-Consult is the educational value primary care providers find in participating. A goal of the NREC is to offer continuing medical education (CME) in e-Consult to support providers. We are offering a session on November 9, E-Consult for Behavioral and Mental Health, presented by faculty Petra Steinbuchel, MD, UCSF. Dr. Steinbuchel will present case examples of effective e-Consult communications in response to patients’ behavioral and mental health needs. Join us for this free session by contacting libby.sagara@bluepathhealth.com.

Study Finds Effective Intervention to Improve E-Consult Specialist Performance
A new study published in the Journal of General Medicine examines effective interventions for improving performance of specialists that conduct e-consults. The cluster randomized controlled trial which was conducted out of Los Angeles County Department of Health Services, provided feedback to consulting physicians comparing them to top performing peers using co-specialists' ratings. The researchers found that such interventions resulted in significant improvements on 3 of the 5 consultation performance dimensions.

Pediatric Dermatology E-Consults Found to be Effective and Well-Received
A recently published paper in the Journal of Pediatric Dermatology assessed electronic health records of pediatric patients referred through e-Consults at the Massachusetts General Hospital from 1/13/2020 to 7/17/2020 and reviewed confidential surveys taken by pediatricians and parents to assess receptiveness. The results of the study support the use of e-consult for pediatric dermatology and indicate that e-Consult is well received by pediatricians and parents. The authors also suggest that dermatologists should work with referring providers to improve the quality of submitted photographs and patient history.
